What is a Transportation Master Plan (TMP)?
A Transportation Master Plan (TMP) is a long-term, strategic document that outlines the vision, goals, and actions needed to develop and maintain a comprehensive transportation network. It aims to enhance safety, connectivity, economic vitality, and regional integration by directing future investments across all modes of transportation, including roads, sidewalks, trails, and transit. The TMP assesses current infrastructure, projects future demands, and includes specific projects.

In the first phase of the Transportation Master Plan, the focus is on understanding the community and transportation network as they exist today. Background research identifies strengths, challenges, and both the current and future transportation networks to guide the plan’s development. This phase culminates in the Existing Conditions Assessment, available on the Project Documents page.
ENGAGE
Phase II
Fall/Winter 2025 - Summer 2026

Public input is fundamental to any Transportation Master Plan. To view the Public & Stakeholder Engagement Plan, please visit the Project Documents page. This phase is ongoing throughout the entire project timeline, employing various outreach initiatives (virtual and in-person public workshops, surveys, mapping activities, etc.) to understand community sentiments and guide the development of the plan.
VISION
Phase III
Fall/Winter 2025 - Winter/Spring 2026
This phase sets the foundation for the Transportation Master Plan through public outreach and background research. The vision for a connected city is established, reflecting community input, in addition to identifying network needs for the future and a recommended transportation network.
REALIZE
Phase IV
Winter/Spring 2026 - Spring 2026
This phase establishes the framework of the Transportation Master Plan from the culmination of public outreach and establishes the network evaluation criteria. The draft of the Transportation Master Plan is also developed with goals, policies, maps and graphics to enforce the desired vision for the future.
ATTAIN
Phase V
Spring 2026 - Summer 2026
The final phase of the Transportation Master Plan process focuses on addressing review comments and a formal presentation to City Council for adoption.
